The original caption for the photo was "J Coutts dips 'is lid!". Jack Coutts was a carpenter who became Foreman-Carpenter. Note that Courtney's house was not built. Neither was the Bachelor's Quarters, Mess Room or Carpenter's House.
The figure on the lawn of No.2 Residence looks like F.E. Evans folding up her camera stand.
